Environmental Technician II – Asbestos Professional


Job Description: The Environmental Technician II - Asbestos is a full-time mid-level position in Ayuda’s Denver office. The environmental technician will act as an environmental professional in regards to asbestos operations and maintenance projects as well as other environmental projects. Work will include surveying, design, air monitoring, oversight, and reporting for asbestos abatement and demolition. Selected candidate must be detail-oriented and organized.

Specific Duties and Responsibilities:
The following job duties are anticipated. The position may involve performing other duties as required, which may not be mentioned below. Specific functions may change from time to time. As directed, this position performs a variety of environmental duties which require an understanding of local, state and federal regulations. Work involves most of the following: collection of bulk samples for asbestos, lead and similar regulated building materials; collection of ambient air samples for asbestos or similar constituents of concern; subcontractor oversight, records review and final visual inspection during, and at the completion of, asbestos abatement; write reports, which include compilation of quantitative and qualitative data, comparison of findings to standards/guidelines, as well as recommendations Perform surveys and construction monitoring of environmental and building system abatement projects relating to asbestos, lead paint, PCBs, and other hazardous materials; and prepare design specifications, proposals, work plans, and project budgets.


Education and Skills Required:
Minimum 4-year Degree or equivalent experience; ability to obtain and maintain access and clearance for Federal Installations; knowledge of fundamental site safety protocol; good written and verbal communication; good client relations skills; working knowledge of: U.S. Environmental Protection Agency (USEPA) Asbestos Emergency Hazard Response Act (AHERA) under Title 40 of the Code of Federal Register, U.S. EPA National Emissions Standards for Hazardous Air Pollutants (NESHAP) Regulations for Asbestos (40 CFR Part 61), Title 26, Department of Environment COMAR (Code of Maryland Regulations) 26.11.23 Asbestos Accreditation of Individuals, Occupational Safety and Health Administration (OSHA) Standard for Asbestos (29 CFR Part 1926.1101); 40 hour Hazardous Waste Operations Emergency Response as specified in 29 CFR 1910.120; 8 hour Hazardous Waste Operations Refresher as specified in 29 CFR 1910.1200; Colorado Department of Public Health and Environment (CDPHE) Regulation #8: Asbestos Building Inspector/Management Planner, Air Monitoring Specialist, Project Designer/Supervisor.

Experience and Skills Desired:
Federal project experience; project management experience; initiative and the ability to problem solve; comfort in a dynamic environment; ability to manage multiple tasks at the same time; Environmental Reporting (Phase I Environmental Assessments); familiarity or working knowledge of: Resource Conservation and Recovery Act (RCRA), Clean Air Act (CAA), Clean Water Act (CWA), Safe Drinking Water Act (SDWA), Toxic Substance Control Act (TSCA), Formerly Used Defense Sites (FUDS), and Underground Storage Tanks (UST)/Above Ground Storage Tanks (AST)/Leaking Underground Storage Tanks (UST).

Notes:
Employee conduct: the employee shall not have possession of or be under the influence of alcohol or controlled or illegal substances, as defined by federal laws, as specified under Ayuda policies. Government rules, regulations, laws, directives, and safety requirements which are in place or issued during employment related to law and order, administration, and security on the installation shall be strictly enforced and applicable to all employees. Contract Administrator


Job Description: The Contract Administrator is an internal service provider position. The Contract Administrator will be responsible for the administration of prime contracts and subcontracts for the construction and environmental groups within Ayuda. The Contract Administrator will be detail oriented and meticulous in performing their job responsibilities. The successful candidate will report to the President of the company with secondary responsibility to the operation directors. The position will require a solid approach to time management and a willingness to adapt to changing priorities.

Specific Duties and Responsibilities:
The following job duties are anticipated. The position may involve performing other duties as required, which may not be mentioned below. Specific functions may change from time to time. Prepare cradle to grave prime contract files and ensure that all required documentation is present based on contract file checklist; prepare cradle to grave subcontract files and ensure that all required documentation is present based on subcontract file checklist; review Prime contracts for unusual contract clauses and raise issue to appropriate level; prepare contract brief to identify key contract requirements for project staff and accounting; obtain bid and performance and payment bonds based on the contract requirements; obtain insurance certifications and provide to clients; work with Project Mangers to ensure subcontracts are in place prior to execution of work; work with subcontractors to ensure compliance with flow down provisions including but not limited to bonding, insurance and registration in governmental databases; assist operations group with subcontractor qualification; update internal Prime contract database with contract details (award date, value, contract type, period of performance etc.) including modifications; create/update desk level procedures for the position; read and understand scope of work documents in order to utilize the correct form of subcontract.


Experience, Education and Skills Required:
At least 5 years of overall experience with 1 to 2 years of contract administration experience (Federal contracting preferred); experience in a highly entrepreneurial and changing environment strongly preferred; Bachelor’s degree preferred; computer savvy with MS Office Suite experience; familiarity with governmental websites such as System for Acquisition Management (SAM) and Federal Business Opportunities (FBO); familiarity with Federal Acquisition Regulations (FAR) and Department of Labor Wage Determinations; experience with AIA contracting software is preferred; demonstrates initiative and has the ability to problem solve.

Special Requirements:
The contract Administrator will be most busy during the months of August, September, and October. The candidate must be willing to perform overtime during this time period.

Mid to Senior-Level Proposal Coordinator / Technical Editor

Job Description:  Ayuda is seeking a Mid to Senior-Level Technical Editor to work with the business development team to produce high quality technical and cost proposals and to work with the environmental team to edit and format work plans and technical reports to meet deliverable deadlines. The position will provide production support for all proposals and related documents and works with Proposal Manager to ensure professional layouts and graphics. This includes: review documents for clarity, punctuation, grammar, and content; create templates for reports; collaborate with the business development team to establish proper guidelines per RFP requirements; formats proposal text and integrates graphic files to produce proposal electronic and hard copies; and assists in other areas where needed: i.e., reproduction and binding/ packaging of all proposal versions, and produces proposal volume copies. This position requires strong organizational skills, ability to work under pressure with multiple priorities and deadlines, strong interpersonal skills, and a high-level attention to detail.


Specific Duties and Responsibilities:

Edit and perform page composition for proposals, work plans, technical reports, procedures, and presentations; proofread documents for clarity, punctuation, grammar, and content ensuring signatures, dates, page numbers, headers / footers, acronyms, table of contents, and content sequencing are accurate; project management skills are critical including adaptability, time management and meeting objectives/deadlines; advanced skills using MS Office (Word and Excel) and Adobe Acrobat; design, create, and manage templates for reports, resumes, safety forms, presentations, covers, binders, cd labels, work plans, flow charts, and organizational charts; format proposal text and integrate graphic files to produce professional layouts of final deliverables in hard copy and electronic formats; prepare transmittal letters and other administrative forms and memos required for printing and distribution of documents; ability to work in a fast-paced, deadline driven environment; must be self-motivated and able to work independently as well as part of a team; manage multiple projects; and must be organized and attentive to detail.


Experience, Education and Skills Required:
B.S. /B.A. or M.A. Degree in: Business, Marketing, Journalism, English, or equivalent work experience. (Experience in environmental or A/E/C fields preferred.); three or more years work experience providing editorial support to an environmental technical group or environmental proposal division; excellent written and oral communications skills with the ability to convey complex concepts clearly and concisely; and ability to interact effectively with all levels of personnel.

Preferred Skills:
Three to five years of experience coordinating, writing, editing, and producing proposals for government agencies on the local, state, and federal levels. (Experience with SF330s a plus.); confidence in collaborating engineers and scientists on technical proposals and projects; experience using FedBizOpps, FedConnect, ProjNet, SAM.gov, GSA, and other government websites to research, track, upload and download information; and versed in FARs, DFARs, CPARS, and NAICS codes.
